The Games and Amusements Board (GAB) of the Office of the President now duly acknowledges Andreij "Doujin" Albar as a legitimate PRO e-Sports Athlete, Tekken 7 Player of the Philippines and issues him PRO Esports Player Athletic License, the first ever in the Fighting Game category in the Philippine e-Sports community.
Under the guidance of GAB Chairman Abraham Kahlil B. Mitra, Andreij is granted an athletic license that gives him his official recognition under the Philippine Government as a professional athlete in the e-Sports category. Andreij will also help the GAB to educate and inform all other Professional e-Sports Athlete of the Philippines with certain qualifications and requirements.
Unknown to many, primarily because these two constantly refuse to be lauded, the secret heroes of Philippine esports with regard to visa issues for the past five or so years has been Mr. Joebert Yu and Norman Cualteros. Joebert is an esports industry staple as the managing director at Gariath Concepts, the organizers of the Electronic Sports and Gaming Summit (ESGS) and the Pinoy Gaming Festival (PGF). He is also the current chairman of the Philippine Esports Association (PeSPA).
At the moment e-Sports still follows the provisions set by Presidential Decree No. 871, the executive decree that places basketball and other professional sporting endeavors under the Games and Amusements Board.
In the short term, the license will help ease the players' struggles in getting visas to LAN events in other countries a perennial problem for esports players in the region.
MANDATE
The Games and Amusements Board (GAB) regulates and supervises professional sports and allied activities to combat and prevent the existence and proliferation of illegal bookie joints and other forms of organized illegal gambling connected with all play-for-pay sports and amusement games.
GAB shall exercise supervision and regulation over the operation and conduct of the above mentioned professional sports and their activities in order to promote and maintain orderly, honest and fair conduct of games; provide protection to the betting public and patrons, practicing licensees in the professional sport concerned; and make professional sports activities a stable base for revenue generation.
FUNCTIONS
In line with the goals and objectives envisioned behind its establishment and pursuant to its various mandates, the GAB is provided with complete power and authority to perform the duties and responsibilities inherent in the work aspects cited hereunder.
Law Enforcement
The GAB is empowered to fully implement and enforce laws, rules, and regulations governing the conduct of all professional sports and games locally and the activities of professional athletes, game officials and officiating sports personnel.

In my short conversation with GAB Division Chief Director Mr. JESUCITO M. GARCIA, the conferment of licenses to e-Sports players is just the beginning of governmental support for the burgeoning competitive games industry. He said "We are in the infancy stage of regulation, We like to go more on exploration. We've spoken with legitimate athletes and organizers, and we want to serve as a guide for the future development of the eSports industry."

REQUIREMENTS FOR THE PRO E-SPORTS ATHLETE LICENCE
- Professional Esports Athletes are the Players who joined local and International Professional Tournament.
- Fill - up an Application FORM Professional Sports Application Form for License
- 2 Pcs. 2" x 2" Colored ID Pictures.
- A mandatory drug test on the Games and Amusement Board Official Clinic.
- Payment for the membership of a Professional Athlete is Php810.00
- Notary Public Php100.00
PROCEDURE TO APPLY FOR THE PRO E-SPORTS ATHLETE LICENCE
1. Go to the GAB Office and submit your filled Application Form to the Professional Sports Division for evaluation.
- Address: 2/F, Legaspi Tower 200, Paseo de Roxas St., Legaspi Village 1229
2. Right after evaluation of your qualification a Drug test will be scheduled on the day itself on their official clinic.
3. Pay your Application Form to the cashier.
- For the PRO Esports Athlete Php810.00
- For the Manager Php1,010.00
4. The eSports Licensing is very new, expect some delays in processing, but it's worth waiting while you see your papers are going around for the reasonable time in processing.

Professional Licensing & Supervision
The GAB issues and grants, upon application and after full compliance with all requirements, therefore, license to professional sports practitioners and monitor their performances and activities to obviate any infraction of the terms and conditions of such licenses.
