The Order of Lapu-Lapu was established in 2017 and is conferred by the President of the Philippines in recognition of the invaluable service rendered by officials and personnel of the Government, as well as the private individuals, in significantly advancing a campaign or advocacy of the President, particularly acts of valor and kindness described as an extraordinary and exceptional contribution to the country.

Team Philippines, Filipino athletes delivered the country's first overall SEA Games championship in 14 years, winning an all-time high of 149 gold medals on top of 117 silver and 121 bronze medals for a total of 387 medals, the Philippines emerged as the overall champion to rule the 11-nation meeting.
Duterte, in his speech, spoke of his great happiness at the achievement, saying he felt like cheering while watching some of the games.
“This is an expression of the government’s full support for your continued growth and development. It also represents the overwhelming joy of a grateful nation. I am hopeful that this milestone lights the torch for our nation’s renaissance in athletic glory. I thus encourage everyone present to continue supporting our Filipino athletes who embody excellence, superiority, and teamwork.”

“We are lucky to have a President who supports us fully and has a big heart for our athletes,” said Team Philippines Chef de Mission and Philippine Sports Commission Chairman William Ramirez during the courtesy call where the medal-winning athletes received their cash incentives from the government.
Ramirez, who led the national team which was received warmly by Duterte at the Rizal Hall of Malacanang, said Filipino athletes triumphed due to the government’s nutritional support, higher allowances, refurbished facilities, new equipment apart from more opportunities for training and exposure.
Under the law, gold medalists in the SEA Games receive P300,000 from the government through the PSC and Philippine Amusement and Gaming Corporation while silver performers and bronze medalists get P150,000 and P60,000 respectively.
Duterte sweetened the pot by adding P250,000 more to the bonuses of gold medalists, P150,000 to silver winners, and P100,000 to bronze performers.
